How PayPal usernames work

PayPal is a weak anchor by design — the account itself is an email address, not a handle. The exception is a PayPal.Me link: it is permanent once claimed and chosen to be recognised, so sellers usually match it to their shop or social name. Where there is no link, there is simply nothing to trace.
